The Community Crime Victim Services (CCVS) grant program works to reduce repeat victimization and expand community-based support services to eligible crime victims. The program focuses on those that are historically underserved by crime victim services, namely people of color, men, and young adults.
This grant program, which was enacted in law in 2018 through House Bill 18-1409, uses a third-party administrator, the Latino Coalition for Community Leadership (LCCL). This model helps engage smaller community and faith-based organizations, generally in marginalized communities of color and rural communities, that are usually unable to access traditional grant money despite being competent at serving their communities. This helps to build relationships with traditionally hard-to-reach communities and promotes the goals of this legislation.
The Latino Coalition for Community Leadership (LCCL) is an intermediary organization and the grant administrator for the CCVS program. In this role, the LCCL provides community partner organizations with infrastructure, including case management, financial management, and data collection systems; helps community partner organizations develop policies and procedures to comply with grant requirements; and offers ongoing technical assistance.
